The main one I believe is that it had a weak central government and because of that congress did not have power to tax, so we couldn't defend the country. Another thing is that Congress could not enforce laws and did not have power over the states. Also, the articles of confederation required all 13 states approval to change the articles of confederation so therefore it was hard to change the document. Then was Shays Rebellion led to the Constitutional Convention where the constitution was wrote. First of all, there was a very weak National Legislature. Which means that control and power could not be held easily. Also, they had no power to tax  so I'm sure money was a problem. Lastly, the people could not enforce laws. Which means without laws there's no control. All of these issues all led up to the writing of the Constitution in 1787.

The Government didn't have the money control over the taxes, which caused them not be able to pay the navy and the army to defend the nation.
