The planet is not fit for human life. With TAR's help he manages to encode the NASA coordinates and finally the data needed to allow Murphy to solve Dr Brand's theory and get the people of Earth to safety. Plan A means Cooper will be able to see his family again and the people on Earth can be saved. Plan A involves Cooper transmitting quantum data back to Earth in order to develop a gravitational propulsion theory that will allow spacecrafts to carry people off Earth into the other galaxy. 

Plan B means Cooper will never see his family again and everyone on Earth will die. Plan B involves Cooper’s crew finding the remaining Lazarus crew and establishing a colony on another world. They have thousands of frozen human embryo on board and can begin a repopulation programme if they find a suitable planet to sustain life.

On his deathbed, Dr Brand admits to Murphy that he never had a Plan A. His physics equation does not work and there was never any way for the mission to transmit data back to Earth or to save the humans living there. Cooper was never going to be able to come home. Dr Brand has lied. Neither Cooper or his own daughter knew he was lying. He sacrificed them to save the human species. Plan B was all they ever had.
