         <description><![CDATA[<div>Founded: March 28, 1855<br>Barangays: 26<br>Region: 3 / Central Luzon<br><br><em>The establishment of Victoria as a community may be traced back in the mid 1800’s when the Spanish regime started to expand north from Manila. It almost happened at the same time when Porac and Florida Blanca (now part of Pampanga) and Tarlac (now Tarlac city) were formed. In the mid 1800’s people started to settle around the swamp or wetland in search for a place where food is abundant. By 1849 houses and pockets of communities were deriving subsistence from the wetland. The biggest sitio was Namitinan which became part of the earliest barrio formed in 1852 called San Vicente de Canarum. The name was derived from the wetland called Canarum Lake. Not until the signing of the decree by the Spanish Governor General Manuel Crespo on March 28, 1855, that the barrio San Vicente de Canarum was separated from Tarlac to form an independent pueblo named Victoria. The name was used to highlight the victorious battle of the faithful followers of Queen Isabela of Spain over their European enemies.<br></em><br></div><div><em>Traces of its Spanish history may still be seen in the well preserved municipal building, several old houses depicting Spanish architecture and various edifices that were built more than a hundred years ago.<br>Source: https://www.victoriatarlac.gov.ph/about-victoria/history-of-victoria/</em></div>]]></description>

         <description><![CDATA[<div>The deprivation is the lack of corona virus vaccine.<br><br>Our Barangay Captain told us that only 12 doses will be provided for our senior citizens who are the first batch that will receive the vaccine. Then how long will it take for us normal citizens to receive it? As per my friend's social media posts and facebook myday's, in Manila, they already received the 2nd dose of the vaccine, and others are currently waiting for their 2nd dose. While here in the province, it is unsure when we will receive ours. I'll show a picture of the chart provided by the DOH, the <strong>COVID-19 Vaccination Prioritization Framework.<br><br></strong>The Local Government Unit of our municipality must do its best to provide fast and safe corona virus vaccines to its constituents.</div>]]></description>

         <title>2nd UNSDGs chosen - Decent Work and Economic Growth</title>

         <description><![CDATA[<div>As per my own experience with friends and family here in the province, our municipality does not provide sufficient jobs for the people. My relatives and family friends are working either in the City (Tarlac City), Manila, or Abroad. Other municipalities in Tarlac provides more jobs for their citizens, like Tarlac City and Concepcion. We can accept the fact that our municipality is a 2nd class municipality, thus, it does not have the ability to provide enough jobs for its citizens, but just the effort to form a lot of livelihood programs and support for the community is enough to fill the gap. The current mayor of our municipality is the son of the governess of Tarlac, and the nephew of the congressman of Tarlac. Their family is the political dynasty here in the province. During the Pandemic, the LGU did not distribute enough relief goods for the whole community. Our family did not receive any relief goods, but it is okay because thank God we can support our needs as of the moment. The LGU must do its best to provide enough jobs for the community.</div>]]></description>
