Divided into 5 Houses, each comprised of 19 members and one speaker.
The system for each chamber is set up so that there must be a majority on every issue. The respective speakers will then decide if the law should be passed, with the will of each chamber in mind. If they do not follow the will of the chambers, they will likely be struck down by the council, unless they can present a convincing case as to why they did so. The idea is to have a total of 100 votes, the 95 votes of the chambers, and the 5 final votes of the speakers.
