The education of women in Uruguay gained strength by the end of the 19th century and the beginning of the 20th. Cultural changes that promoted their recognition and exercise of political and civil rights, as well as their insertion in the education and professional field required new spaces to develop.

Although prejudices were present, Women’s access to all degrees of education, including university careers, was promoted by some political sectors- one public figure being José Batlle y Ordóñez who supported this idea- first through his publication in the newspaper El Día and then from his position as President of the Republic.

The most outstanding examples of the first instance of female participation were the Luisi sisters: Paulina graduated in 1908 as a surgeon from the Faculty of Medicine, after having studied as a teacher, and Clotilde obtained her law degree in 1911 while studying at Law school.  By that time, secondary and preparatory education courses were attended by 104 women.

It is of much importance to point out the fact that although from a legal point of view, nothing prevented women from getting an education, the customs of the time under a patriarchal society limited their attendance at educational centres.

On May 17, 1912, the Secondary and Preparatory Education section for Women was created. This law is part of a set of initiatives that the government of José Batlle y Ordóñez promoted in education. It is also the reflection of new currents of renewal and liberation of women that had been taking place in different parts of the world.
As of April 1913, the new area of ​​education began to function under the direction of the founding dean Dr Clotilde Luisi. And by December 1944 it was given the name of the José Batlle y Ordóñez Institute.

The building location was first in a historic building, located on Soriano and Paraguay streets. Then on the premises of Libertador Lavalleja Avenue (today's IPA) and finally in its current location on Castro street.

In the words of Maria Julia Ardao, “The José Batlle y Ordóñez Institute is, in short, a vigorous expression of our spiritual life, which has acquired its own characteristics and deep collective roots, and which has projected a fruitful and beneficial influence on the cultural and social development of the nation”

Distributed between the morning and evening shifts, the schedule goes from 07:20 to 19:15. 
Also, when it comes to the infrastructure, its particular architecture, and its huge size makes the institution stand out from its neighbouring high schools N°59 and N°63. Whatsmore, apart from the many classrooms spread along the structure, IBO includes the following spaces: 
  • Teacher’s room
  • Administration offices
  • Principal’s office
  • 3 laboratories (Chemistry, Physics and Biology)
  • Library
  • Canteen
  • Considerable internal patio with a basketball field
  • Gymnastic stadium
  • Computer room 
  • Audiovisual room
  • Amphitheatre
  • Maths room

Although students from varied places study at IBO, a considerable amount of them come from adjacent high schools such as N°18 and N°59. Further to this, IBO can be found in a very hectic location near the intersection between avenues Camino Castro and Millán. Because of that, different lines of public transportation are constantly running in the area. 
Additionally, in front of IBO, one of Prado’s green areas can be found. While green areas have a positive impact on the urban environment and naturally, on human health as well, by the latest hours of the day they can prove to be dangerous places for teenagers. Because of this issue, bars were built to enhance security in the perimeter of the institution.
