The Commonwealth explained: after WWII, Great Britain was almost bankrupt and couldn't afford to maintain the empire.

At its creation, The Commonwealth was more like a club which was useful for visas, immigration and low taxes. Remember that the UK had been badly bombed (during the Blitz Krieg) so they had to rebuild the cities and needed workforce from former colonies. Many people from overseas came to help rebuild the country.
