School authorities, teachers, students and community should be involved in the elaboration of the diagnosis.

I think it should be based on both. Quantitative data gives us numbers that can help us measure certain aspects of the project, like how many tress we planted in the park or how many people took part of the activity, etc. Qualitative data should help us get opinions from the participants in order for us to identify how successfull the project was.
