         <title>4 really is too low.  6 would indicate a more likely success in regular classes.  At 6, though, we will probably have students forever.</title>

         <description><![CDATA[<div>A 6 might help students be more successful when they exit in content classes.<br>Although, the monitor students that I have now are still successful with the prior redesignation criteria.<br>Sometimes even a 4 is hard to achieve because of how the tests are designed.</div>]]></description>
