1968 The Bilingual Education Act

It was added to Title VII of the ESEA (Elementary and Secondary Education Act of 1965) which allowed the use of federal dollars to educate the students who spoke a language other than English. Bilingual education was now a part of educational policy of the federal government. This act also provided funding for students who spoke a minority language while they were learning English in the classroom.

I believe the Bilingual Education Act was important because the Federal Government provided money for the first time for bilingual education and it became a part of the federal education policy.

A case brought on in defense of Chinese speaking students against the San Francisco School District. The issue was whether or not these students were receiving a fair education because they were being taught in a language they did not comprehend. This was eventually heard by the US Supreme Court and it decided there is no equality of treatment merely by providing students with the same facilities, textbooks, teachers, curriculum; for students who do not understand English are effectively foreclosed from any meaningful education.

This decision was important because it showed that bilingual education was important and necessary for immigrants to succeed in school. It also showed these students had their constitutional rights being violated in the 14th amendment and Title VI of the Civil Rights Act of 1964.

1994 Improving America's School Act (IASA)

This reform recognized that students who speak another language were expected to be successful academically. This was going to be accomplished through a better curriculum and better teaching strategies. It also provided money specifically for the immigrant students. The federal government still provided limited funding toward bilingual education programs even though there was more involvement from the states via funding and reviewing Title VII. It also made it harder for the government to ignore the needs of Limited English Proficient students.

I believe this act was an important event because it recognized that bilingual education was essential for these students to be successful. Also, it put an emphasis on adjusting curriculum and providing pedagogies so that they can better educate bilingual students.

This act emphasized the prevention of total loss of Native American language and culture through federal funding.

I believe this act is important because Native American culture is at the forefront. Many Native Americans lost their culture via assimilation school where the students were forced to drop their culture. This act puts

Native culture at the forefront.

2011 Seal of Biliteracy

California was the first state to initiate this legislation to recognize the skill set of bilingual students. It is an award given by a school to honor students who have attained proficiency in two or more languages. It includes the English as a Second Language students, heritage language speakers, and Native English-speakers. They have to prove their proficiency through exam scores and the completion of course work if applicable.

I feel the Seal of Biliteracy was an important event because it made being bilingual a worthy initiative. The immigration students get to show off their linguistic skills in two or more languages and give the spotlight to their language and culture. It also emphasizes the importance of bilingual programs.
