I don't think the "open source" issue that Bianzihua just mentioned refers to hackers using software to obtain personal information, but rather to highlight the possibility of people using software to falsify scanned information, create screenshots and so on.
PPP is a good way to improve efficiency, and I think that professional people should do professional things. But indeed how do you ensure that personal information is not misused by private companies?
