         <description><![CDATA[<div>Short-Term Causes: Anti-Saloon League petitioned to ban the sale of alcohol.<br>Long-Term Causes: The Temperance Movement was started earlier in the 19th century, which encouraged abstinence from drinking alcohol.<br><br>Short-Term Effects: The consumption of alcohol declined.<br>Long-Term Effects: The bootlegging industry and illegal speakeasies grew in popularity, so people were able to buy, sell, and consume alcohol, albeit illegally. <br><br>This period was significant because it demonstrated that the reach of the government could only go so far into people's personal lives. It also sparked the debate about whether it is even useful for the government to outright ban certain products because it will still have a way of coming back illegally. This argument is often brought up today.</div>]]></description>
