The key terminology recurred three times as openness produces fair participation for everyone alongside fairness prevents benefits from reaching individual groups and transparency ensures actions have supporting explanations.. Trade agreements such as CETA (Canada-European Union) and CFTA (Canada Free Trade Agreement) together with the WTO GPA (World Trade Organization Government Procurement Agreement) establish rules to prevent favoritism and promote equal opportunities for government contracts. The agreements activate based on particular thresholds which typically evaluate contract value alongside organizational types.          <description><![CDATA[<p>The focus of this module entailed using knowledge from Modules 1-5 to analyze the procurement system implementation at Hamildon City. A new procurement system brought operational issues to the city because of system limitations which affected its functions. The wiper blade order failure caused the snow-removal truck to lack essential service which disrupted both snow operations and public security and generated higher expenses for the city. Ajith Kumar who served as the Manager of Purchasing and Supply needed to locate the fundamental reason behind the problem alongside fixing present issues and developing new procedures to avoid future problems.</p><p><br></p><p>Multiple possible solutions were examined by our group to address the problem. Wheelzcorp decided to pursue System Customization and Automation Enhancements although these upgrades required extensive time and funds. The Hybrid System Approach involved implementing digital ordering together with manual operations to maintain service levels until the system required human oversight. Data entry accuracy enhancement alongside process refinement through training emerged as the last considered option even though it failed to remedy system defects. We developed evaluation standards consisting of cost factors together with operational efficiency together with stakeholder approval and implementation period which served to assess each available option. System Customization and Automation Enhancements proved the most suitable solution because it would deliver long-term advantages including better procurement integration along with reduced errors and enhanced operational efficiency despite the initial investment needed.</p><p><br></p><p>The proposed implementation plan starts with a system assessment in the first week followed by working alongside IT staff for modifications. The second week focuses on system enhancements and training employees on new workflows. The third week launches a limited modified system deployment as teams continuously evaluate system functionality throughout the fourth week to detect performance issues and sow points for improvement. Three core competitive bidding tools including open tenders and invitation to tenders (ITTs) and request for proposals (RFPs) underwent evaluation. The requirements for different projects determine which tools to use out of these available instruments. Purchase complexity determines the RFP or open tendering selection because RFPs enable agencies to assess factors beyond price when acquiring complex products.
