Creating an appropriate education for all children with special needs created the need for an "Individualized Education Program" this tool clearly stated the child's needs and their developmental goals. The act also created more inclusive environments by requiring that children with disabilities be included in the "least restrictive environment." Children with disabilities and their guardians were protected by procedural safeguards that ensured they were receiving everything they needed and protecting their rights. This act relates back to Sady because this created an education system where she was able to get the individualized help she needed while still being integrated into the classroom with other peers who did not have disabilities.

The act also wanted to make sure that each child with a disability received a free appropriate public education (FAPE) in the LRE. Achieving FAPE also included assistive technology for children if it was necessary. This act included many goals such as preparing children with disabilities for future jobs and becoming more independent. Secondly, it assessed institutions that provided services to children with disabilities for quality and effectiveness. This act helped students such as Sandy achieve success and independence through getting an appropriate education in public school and any assistive technology that may have been needed.

This act required children with disabilities to take district assessments that came with changes if they were necessary. Students with disabilities were also to be taught the general curriculum. Another important factor that was included in the act ensured that students with disabilities could not be discriminated against because of misbehavior. This Act could have impacted people like Sandy since she was taught the general curriculum she was able to attend college and keep up with her classmates who did not have disabilities since these students are seen as fully capable.
