The gods (except for Poseidon of course) want Odysseus to have a safe journey home. Athena guides Odysseus through wisdom. Zeus is the main god, so his decisions are final. However, Poseidon is attempting to set up traps for Odysseus, in which he will need to be clever to complete his mission.

--
The gods can be characterized as stern and powerful, however, their emotions and personal agenda often drive their actions. "I swore Odysseus would have to suffer before getting home... and now they brought him over the sea where he napped on their ship"(Homer 13.135-140).

The gods each have certain quality that they value, and they favor the mortals who have them.
"And if some overconfident hero fails to pay you respect, you can always pay him back, do as you please, and as your heart desires"(Homer 13.145-150).

"Even men who wage war in a foreign land and sail for home with their ships filled with loot, even men like that fear the wrath of the gods"(Homer 14.95-100).

Some of the gods want human society to flourish, whereas other gods are selfish and greedy and just want power. The gods are very dominating and intimidating.

Evidence 1- book 13 lines 154-157, Poseidon says "I want to smash that beautiful phaeacian shop as it sails for home over the misty sea, smash it , so that they will stop this nonsense once and for all, giving men safe passage!" (Poseidon)

Evidence 2- In book 13 lines 198-201 it stays "The goddess wanted to explain things to him, and to disguise him, so that his wife and dear ones would not know who he is until he had made the arrogant suitors pay for their outrage." (Athena)

Evidence 3- book 13 lines 408-411 "Oh ill be there alright, and I'll keep my eye on you when we get down to buissness. And I think more than one of these suitors destroying your home will spatter the ground with their blood and brains." (Athena)

The actions of gods often depend on how they feel about something or someone. This also affects what they want.

Evidence example: Athena favors and admires Odysseus, so she wants to help him on his way back home.

Poseidon was angry with Odysseus for blinding his son and wanted to give him trouble on his way back home. He sent winds and waves to destroy their ship. "I want to smash that beautiful Phaeacian ship"(196)

Evidence #1: "'I want to smash that beautiful Phaeacian ship / As it sails for home over the misty sea, / Smash it, so that they will stop this nonsense / Once and for all, giving men safe passage! / And I'll hem their city in with a mountain'" (13.154-158) --> Poseidon chooses to physically punish people whenever he is not respected, which acts as his motivation. His plans and actions imply that he is vindictive, demanding, and irritable.

Evidence #2: "''And if some over-confident hero fails / To pay you [Poseidon] respect, you can always pay him back. / Do as you please, and as your heart desires''" (13.148-150) --> The conversation between the gods displays how they deeply value respect from all and being worshiped by their subjects. Whenever these expectations are not followed, they are propelled to react in their own ways. Their values reveal the gods to have a sense of superiority (not among gods, but with humans) and dignity.

Evidence #3: "'You don't have to worry about that. / Right now, let's stow these things in a nook / Of the enchanted cave, where they'll be safe for you. / Then we can talk about a happy ending'" (13.376-379) --> Athena's motivation is her fondness of Odysseus. She wants to see him succeed out of pity and for justice against the suitors. Athena's willingness to help Odysseus the way she does shows that she is strong-minded and cooperative.
