Observe: Story starts with 'far away from here'. 
Notice: This has echoes of the beginning of a fairy tale. such as 'far far away' or a 'long time ago'.  The one here does not mention time though.

Observe: 
Minli stood out from the rest of her community.
Notice: 
She probably did not conform to social norms. She was curious and keen to know beyond the confines of her village. It also suggests that the villagers were uninteresting folks who could be bogged down by life's challenges.

[LY] Try to fan out a step at a time from the observation, and make sure that the 'notice' is still supported by the observation. 
So, the only part that you can notice, based on your observation, is that she stands out from the crowd, and what her desciption suggests about the villagers.

Will Minli's early enthusiasm be doused by obstacles ahead?

Notice:
It is evident that Minli shared close bonds with her father who also seemed to enjoy telling her daily tales and did not seem to tire of it. Also, the stories watered Minli's soul, a daily nourishment that prevented her from wilting under the heat of the daily grind.
Wonder:
Why was Minli's father not jaded like the rest of the villagers?
