自 20 世紀上半葉，糧食的權利被視為基本人權之一。1941 年美國總統羅斯福提出「四個權利」，其中一個「不致缺乏的權利」成為受同盟國保護的基本人權。其後這個意念得到進一步鞏固。在1948 年的《世界人權宣言》中，第二十五條寫道：「人人有權享受為維持他本人和家屬的健康和福利所需的生活水準，包括食物……。」
