         <title>Step 1: find an allied country near a country with known tensions</title>

         <description><![CDATA[<div>     After the Communist revolution of Fidel Castro in Cuba it became a communist state which was welcomed by Nikita Khrushchev. It also happened to be near the United States who had recently moved missiles within firing range of the USSR. As a passive retaliation the Russians saw this as an opportunity to have a missile base near the United states. Also the United States had just performed a secret attack with the bay of pigs on their new ally so they could paint this as supporting their ally's defense. The stars aligned for the movement of these nuclear weapons into the firing range.</div>]]></description>

         <title>Step 2: come to an agreement to move your missiles to the before stated country </title>

         <description><![CDATA[<div>     As the Cubans had just suffered a decently large attack they were very happy to accept the missiles into their custody. It was a mutually beneficial transaction, Cuba has much more defenses while Russia strengthens its alliance and has leverage over the united states. This is very useful to the USSR as it allows them to continue the game of chicken being played with the cold war. As the United states had easy nuclear access to a large portion of Russia's population the Russians would soon have this over the United States.</div>]]></description>

         <title>Step 3: begin mobilization of the missiles</title>

         <description><![CDATA[<div>     In order to reap the benefits of your newly constructed deal you must mobilize your weapons. Russia almost without hesitation began attempting to arm Cuba with its weapons. This caused many tensions with the United States as they took it as a threat but Russia played it off as a defense agreement as it was previously stated. This helped them play it off as what they were doing was not an act of aggression. This passive aggressive move helped make the United States look much more like a "bad guy" in the situation. </div>]]></description>

         <title>Step 4: hold your ground when the opposing country inevitably retaliates</title>

         <description><![CDATA[<div>     Inevitable the United states retaliated; they created a soft blockade searching all ships for weapons on board. They would not allow any weapons to enter. As Russia did you must stand your ground and ignore this blockade and call any threats as bluffs; in Russia's case this led to a 13 day standoff. This proved to raise tensions but ultimately once again was in the Russians favor. They then stated their demands to the United states which would give them an option benefiting Russia in opposition to all out war.</div>]]></description>

         <title>Step 5: If necessary retreat the missiles but not without making some mutually beneficial compromises</title>

         <description><![CDATA[<div>The United states agreed to Russia's demands of a promise to not attack Cuba and a retreat of the Italian and Turkish missile bases they owned. This entire process proved to be very beneficial to Russia as they had to use very little resources and lost nothing in their process. All they did was move the missiles and if they were successful they had missiles close to an "enemy;" if failing they still gain benefits in their demands. The United states made a loss through this risky move and almost put the world at nuclear war but Russian diplomacy and risk prevailed.</div>]]></description>
