The wind is the force of renewal itself. 
Shelley was surely influenced by the utopian radicalism of William Godwin (his wife's father)who was an atheist and a anarchic. Godwin's philosophy claims that all humans were naturally equal and governments create inequalities. 
The wind in the poem is represented in many ways: first is a breath, then a trumpet call, then a spirit and finally a voice. the wind is something that humans cannot control, a symbol of the cycle of nature, where every cold winter is followed by the spring, death and destruction bring life and renewal.
Shelley's vision of the wind is at the same time destroyer and preserve: the strength of the wind is its perpetual movement . in the last section the author understands that th wind cannot hear his words and he expresses the desire to be carried away by the current of the wind  the leaves. this desire is the linked to the wish to break free the human limits and become himself like the wind

Initially he followed the family tradition, going first to school at Eton and then to Oxford.
At Oxford Shelley collaborated in writing a pamphlet called The Necessity of Atheism (1811), for which he was expelled from the university. 
He married sixteen-year-old Harriet Westbrook to save her from tyrannical father. They lived togheter for three years, moving from place to place, including Ireland, where Shelley was a political activist in the cause of Catholic emancipation.
In 1814 Shelley fell in love with Mary Godwin, and went with her to France and Switzerland, abandoning Harriet and their two children. Harriet committed suicide in 1816 and shortly after, Shelley married Mary; the next year they left England for Italy.
