The territory was Finnish but most of the population were Swedish so islanders wanted the indepence from Finland. This create a dispute between this two countries. Finnaly, the LON investigated and awarded the islands to Finland but with protection to swedish people. Some of this protection was the removal of finnish troops (soldiers out). This include more peacefull. Both countries accepted so this was SUCCESSFUL.
