         <description><![CDATA[<div>1) Fifth Centry A.D., marked the beginning of the Middle Ages.&nbsp;<br>2) At the top of this government were Lords, sometimes monarchs, then there were lesser Lords that were loyal to the Lords, and then the Serfs or the peasants.&nbsp;<br>3) The Lords divided their land among the lesser Lords and ruled over the people that were loyal to them, the Serfs were loyal to the Lord who owned the land their farms were on. </div>]]></description>

         <description><![CDATA[<div>1) The late 1400's<br>2) The monarchs had absolute or nearly absolute power, didn't need the support of the Lords, and they could ignore popular assemblies for long periods of time.<br>3) Monarchs were recognized as the strongest individuals who could best govern a state, protect the people, and make laws for the nation and the people<br>4) Two nations that are or were monarchies are England and Spain. In England most of the power relies on the head of the state but the ability to make and pass legislation relies on the elected parliament. In Spain the leader has the right to call for the referendums at any time. Both of these countries have a constitution though.  </div>]]></description>
