This is an adaptation strategy because it can be grouped together with Provision of Emergency Aid. After the cyclone makes landfall, people will live in limited housing. Water from dirty sources such as toilets and gutters need to be channelled elsewhere, to make living conditions liveable in the meantime. This is how people make do until they are able to relocate elsewhere.
