His army at Lashmir" & Picard is supposed to figure out what that means in terms of battle strategy. He is speaking in his language using metaphors or situations that have already happened. Almost describing images, using people & places. For the Federation crew, the Tamarians cite examples that guide their understanding of & approach to the various problems they encounter on a day-to-day basis: as Picard puts it, by citing 'a situation similar to this one'."

Now lets unpack this, Bogost is explaining that the Tamarians will bring up a situation that has already occurred, in order to explain their current situation. For example, "Uzani, his army at Lashmir" is describing a situation where a real figure named Uzani was at Lashmir, & something happened to his army. In this way, the describe their current situation.
