         <description><![CDATA[<div>causes for blizzards they are storms with wind and low tempatures  and heavy snow can cause and effect blizzard.How do blizzards form ? A snowstorm needs cold air, lots of moisture ,  and lift. Lift happens when the cold air and warm air  meet. The warm air rises over the cold air . This  turns the moisture in the air into snow.More facts about blizzards  a blizzard different from a snowstorm becomes a blizzard when it has it's four things heavy or blowing snow wind speeds must be higher than 35 miles per hour visblity must be less than a quarter mile duration must be longer than three hours.</div>]]></description>

Emergency agencies must have credible advance notice to plain for the maximize their re-souse when it comes to  preparing for a blizzard .A climatologist study by Schwartz and Schmidin (2009) indicate that Iowa has probability between 25 percent (south west ) to 76 percent (north west )of experiencing blizzards that is why you need to be safe and not sorry for blizzards</div>]]></description>
