    in this case sex could be a good choice if is consensual and they've weighed the consequences. They are quite young but with communication and understanding it can be okay if they are aware of STIs. 

    outcomes could vary They will live happily after having good communication and a strengthened relationship, they could eventually breakup, the condom could break if they had sex, after having sex their relationship could become awkward, lastly if they begin sexual activity no more communication could happen!
