On Attachments II, III, IV, and V, the directions state "For fiscal year 2021-22, this attachment is optional for single LEA SELPAs." What is meant by that is "Beginning with fiscal year 2021-22, the attachments are optional for single LEA SELPAs." Attachments II, III, IV, and V are not required to be completed by single LEA SELPAs.   

1. Attachment VII–“LEA Status”
Users are required to record information consistent with “LEA Status” (SELPA membership) information recorded in Attachment I and Attachment VII corresponding to the prior year’s annual plan submission. SELPAs should proceed as follows:
  • Membership changes: If the status of an LEA’s SELPA membership has changed (new, merged, transferred, closed) from the prior annual plan submission, the SELPA must record the specific details in Attachment VII. “LEA Status” information provided on Attachment I and Attachment VII must be consistent.
  •  No membership changes: If the status of the an LEA’s SELPA membership remains the same from the prior annual plan submission, then the SELPA need only record “N/A” in the “LEA Status” column on Attachment VI.
NOTE: Row 1 of this or any Attachment table cannot be deleted.

  1. SELPAs are required to use the CDE Local Plan templates posted on this Padlet and approved for the 2023–24 cycle. 
  2. SELPAs are no longer required to submit LEA governing board approval of the Local Plan. However, the superintendent from each LEA participating in the SELPA Local Plan must complete and electronically sign Certification 5.
  3. SELPA membership changes are now recorded in the Local Plan Section A and the Attachments. Membership changes are reported to the CDE twice per year on June 30 and no later than September 1 (for updates as necessary). See the Local Plan Guidance pdf for detailed instructions.
  4. Pursuant to California Education Code (EC) 56122(c), SECTION C: Annual Assurances Support Plan will be required beginning July 1, 2025. Templates will be made available July 1, 2024. 
  5. SELPAs are required to submit Local Plan sections using Box.com (see instructions below).

The Section B: Governance and Administration template has been revised so that the boxes in Sections 10a and 10b expand properly.

SELPAs who submitted the Section B: Governance and Administration by June 30, 2020 for the 2020–21 fiscal year will be required to submit the every three year update by June 30, 2023. SELPAs who submitted the Section B: Governance and Administration template by June 30, 2021 for the 2021-22 fiscal year are not required to submit the Section B: Governance and Administration again until June 30, 2024. If there has been a significant change in the governance structure of the SELPA, a new Section B template may be required to be submitted.
