So in my opinion scientists should make the final decision. Because they know what is the best for them.

The labroratory needed to be P4 but the politicians  wanted it to be P3. I dont think that the politicians are the best people to tell what should be done, like of course they have the money but that shouldn't give them the power of choosing what is right. In this situation scientists are the ones who are the experts, they have the knowledge and that's why they know what is the best to do. In the end they are the ones doing the experiment. The politicians should agree on the scientists opinion.
