Already the first time he is described like a monster, an ugly person with watery eyes and no proportion. 
In my opinion the monster is the symbol of humans' cruelty on other people. He is accepted by noboby, neither by his own creator, who when he had seen him he ran away filled of fear. Frankestein didn't want any contact with him. 
Also the citizens of the village saw the him only as an strange person, so they thought he couldn't be like them and that he could be only evil.
