What we know: He dresses militarily and he has white hair that is smoothed back. Every day after lunch, he steps out onto a balcony, calls for the cats, tears up white paper and lets the pieces fall onto the cats. Once the cats are beneath the man, he carefully aims and spits on them.
Mainly, I find it intriguing that Tarrou is so interested in this scene, and I wonder if the scene could have any significance later on in the book.

He copies down dialogue word-for-word(as far as I can tell) and adds the words "Query" and "Answer", so as to make his own inferences as to what is happening.

I find it very interesting that this man kind of just came into the town and no one knows why. I also find it interesting that even though no one knows him in town he takes it upon himself to record things he sees happen. For example the cat spitter or the conversation between the men on the rail road. So far all we know about him is that he is a stranger in town and they he likes to record everyday occurrences in a peculiar manner.

Its also interesting to read from his pov because he goes in and gives detailed explanations of what he sees. Hes more philosophical and less serious than Rieux.
