<title>Fluency and phonics instruction are directly related to a child&#39;s ability to comprehend a reading passage. If a child has gaps in their understanding of phonics or does not have the ability to read fluently on their grade level then they are not able to fully comprehend reading passages. In third grade in the state of Ohio, students are expected to pass a third grade reading guarantee test.</title>
