The interest income generated from the capital sum is used to provide financial assistance for healthcare bills.

The policy under the scope for the elderly:Medifund Silver

Medifund Silver, with a set up capital sum of $500 million, was launched in November 2007 in restructured hospitals and institutions.

In 2007, a total of $6.1m has been distributed to these institutions to help needy patients under Medifund Silver. In April 2008, Medifund Silver will also be rolled out to the rest of the Medifund-approved institutions in the Intermediate and Long-Term Care sector to benefit more elderly patients.

Why is it effective?:
It helps patients who require financial aid pay off their medical bills too expensive for them to foot through the interest income(The excess revenue that is generated from the interest earned on assets over the interest paid out on deposits ) generated from the capital sum (a lump sum of money payable to an insured person or paid as an initial fee or investment.) so the elderly who are facing financial problems can continue to go for treatment as research shows many elderly fear burdening their families or their pockets just because they are unwell and hence refuse stubbornly to seek treatment for their many illnesses. As such, due to old age and a weakened immune system would the elderly cause their untreated "minor'' illnesses like persistent low-grade fevers, either constant or intermittent, to snowball or be symptoms of a major illness like leukemia and lymphoma.Hence would the needy elderly be able to receive timely treatment with no worries.

Source:https://www.moh.gov.sg/content/moh_web/home/costs_and_financing/schemes_subsidies/Medifund.html
https://www.google.com.sg/url?sa=i&rct=j&q=&esrc=s&source=images&cd=&ved=0ahUKEwj4iefQ0qvUAhWILI8KHULTCx4QjxwIAw&url=https%3A%2F%2Fwww.moh.gov.sg%2Fcontent%2Fmoh_web%2Fhome%2Fcosts_and_financing%2Fschemes_subsidies%2FMedifund.html&psig=AFQjCNGLwnJIS8FljsyQeZduX8h6Io8cYQ&ust=1496921862402178
