In 1935, during the dictatorship of Federico Páez, he was imprisoned and exiled to Chile, he returned to Ecuador and President Aurelio Mosquera Narváez took him back to prison.
In 1945 he became Special Representative for the United Nations Relief and Rehabilitation agency in countries devastated by the Second World War.
