• Climate change- Samoa can be heavily affected by unexpected weather and sea level fluctuations. Tropical cyclones are a threat. 

• Unemployment- The population and the economy is growing but unemployment is still relatively high. 

• Underemployment- In rural areas of Samoa, many people work informal jobs like subsistence farming, street vendors, etc. 

• Limited healthcare resources- They lack available healthcare services which can lead to people in need not being able to get the right treatment. 

• Lack of food/ resources- They struggled to have a good diet which leads to diabetes, obesity, and heart disease. 

• Quality of Education- They lack in quality education, especially in rural areas where it is hard to find someone with high education.

  • In need of teacher training 

• Dropout rates are high- Although they are trying to improve education and the quality of education they still have a higher dropout rate. They usually do not reach college level. This can be due to financial constraints and cultural factors. People in Samoa tend to go to work instead of prioritizing education. 

• Water and energy supply- Samoa is improving on water and energy supply with solar power and hydroelectric power. Still, water and electricity is unreliable. 

• The Samoan economy is heavily dependent on agriculture and tourism and vulnerable to natural disasters and climate change. It also cuts off many resources that are needed from other countries. This can cause economic distress and ultimately be disastrous for the country. 

  
  

  Improving the quality and access to education

  • Access to schools in rural areas is limited, and there is a problem with disparities in educational opportunities. Improving access and affordability would not only increase the economic value of the country's future but it would generate a big increase in HDI. 

  Climate change and environmental conservation

  • Coastal communities are threatened by rising sea levels and the effects of typhoons. Samoa understands that it is dependent on other countries resources but it is also heavily reliant in the way countries take care of the world's environment. 

  Lack of public infrastructure

  • The living environment is harsh, especially in remote islands and rural areas, due to inadequate roads, power supply and water supply facilities. This also may limit economic fluctuation as it may not be able to handle as many tourists as it needs to grow. 

  Improvement of health and medical services

  • Access to basic medical services is insufficient, and preventive medicine and chronic disease management are issues. Without basic necessities in the medical field you can expect HDI to slowly diminish. If they do not make a substantial change they are susceptible to many other things and it may un-attract many visitors for ultimately being unreliable and unsafe.
