For Samoa it ranks 116 out of 193 countries on the HDI standards. The dates start from 1995 and end in 2022. The HDI graph significantly increased from 1995 to 2016 growing almost 60 points. This increase must have been due to an increase in technology, better resources, and the overall standard of living. Another thing to add is that as of recent these numbers have been decreasing steadily from 2016 to 2022. It still has an HDI change of 7.8% from 1995-2022 but could be in jeopardy if they do not prioritize overall life standards.

Samoa does not have a lot of information on poverty rate. It has three Data points starting in 2002 and ending in 2013. The thing to take away from this small sample size is that the number of people in the poverty headcount is declining. The number of people in the headcount from 2002-2013 almost decreased by double. Going from 2.2 people per day to 1.2 per day. One other inference is that data for 2022 has HDI dropping which may cause this data to increase its poverty rate.

Issues of economic independence

The Samoan economy is heavily dependent on agriculture and tourism and vulnerable to natural disasters and climate change. It also cuts off many resources that are needed from other countries. This can cause economic distress and ultimately be disastrous for the country.

Improving the quality and access to education

Access to schools in rural areas is limited, and there is a problem with disparities in educational opportunities. Improving access and affordability would not only increase the economic value of the country's future but it would generate a big increase in HDI.

Climate change and environmental conservation

Coastal communities are threatened by rising sea levels and the effects of typhoons. Samoa understands that it is dependent on other countries resources but it is also heavily reliant in the way countries take care of the world's environment.

Lack of public infrastructure

The living environment is harsh, especially in remote islands and rural areas, due to inadequate roads, power supply and water supply facilities. This also may limit economic fluctuation as it may not be able to handle as many tourists as it needs to grow.

Improvement of health and medical services

Access to basic medical services is insufficient, and preventive medicine and chronic disease management are issues. Without basic necessities in the medical field you can expect HDI to slowly diminish. If they do not make a substantial change they are susceptible to many other things and it may un-attract many visitors for ultimately being unreliable and unsafe.

Develop a program or system that can support small/ medium sized businesses in technology and manufacturing services. One example of these technological improvements would be increasing development in medical technology.

Expand quality education programs in rural areas. They could do this by patterning with international institutions for exchange programs. They could attract foreign students and grow their diversity as well. Economically speaking, education programs get an increase in priority of life as well as increase the overall economic outcome of the future. This is because of the increase of overall jobs as well as the increase in exploration into new uncharted technologies expediently.
