Italy then became unified through two efforts, one in the north and one in the south. This led to a movement for a liberal, constitutional monarchy in Portugal. In 1820, they created a constitution and forced the return of the Portuguese King. The king then returned to Portugal in 1821, leaving his son, Prince Dom Pedro, to rule Brazil. In 1822, Prince Dom Pedro declared Brazil's independence, leading to a two-year war. Qualities of a “smaller” Germany argued that Austria would only cause difficulties for German policy. The second war of German unification was the 1866 Austro-Prussian War Germany. In 1867 Bismarck created the North German Confederation, a union of the northern German states under the rule of Prussia.
