This self-contained mystery will have the story beats of your average episode of Scooby-Doo, set against the cartoon laws and logic of classic Looney Tunes. I would love to collaborate on the exact details of the mystery, but so far I think: 

The key to the whole puzzle is Gravitational Cognizance - the animation trope where a character will not fall until they realise they should be falling. The culprit is a person in a costume who, having once witnessed a car of people become suspended in mid-air through an extremely rare fault in gravity and only fall when he alerted them to the fact they were essentially floating, was able to recognise the signs of a gravitational error in the hotel, which is now situated many many feet off the ground. Overnight, he got to work on ensuring that no-one else in the venue would find out what was happening, using a costume and persona to scare the residents and staff into staying in their rooms, never going outside, and never looking down.

Of course, cracking a case like that is dangerous business; the Velma character is giving a huge Whodunit reveal - blowing it all open in dramatic fashion -  when a resident slips out midway through to confirm the theory, ultimately shattering the gravitational illusion and causing everyone to crash down to their deaths. The end. I am open to a discussion on if they're all fine in the next shot (cartoon logic), if happy endings are your thing.

One great one that isn’t on that particular list is the ‘cranial eruption’, where a non-fatal blow to the head will cause a little hill of swelling to pop out of a character’s head. I’m sure these tropes could be recreated in live action with a little creativity.
