Originally from Rio de Janeiro - Brazil, Victor has spent 15 years acting as video-activist, documentarist and multimedia communications working with independent media. He joined WITNESS in 2013 when police brutality against media and social movements surged amidst growing protests. He has supported favela-based groups by providing training, convenings, and consultancies to improve media literacy, denounce human rights violations and fight for accountability.

Victor is founder of Bombozila, an independent documentary platform, which assists collectives and human rights defenders in using video and technology to fight for justice. He directed 5 documentaries about victims of police violence in favelas, forced evictions caused by major events, and communities using media to protect their lands and people.
