In case of an outbreak the active surveillance will be implemented in the area of 3 and 7 km zones on all holdings or if the number of the holdings is great so we cannot visit all the holdings we would established surveillance only on limited number of holdings (if I may say risk based). If necessary we would establish active surveillance in wild life as well. 

If the disease is not present in two weeks we would maintain the surveillance as in the case of and outbreak since the risk of the new outbreaks is still present and we could have new outbreaks that need to be detected early.   

Thus, currently, we perform passive surveillance throughout the country and risk-based active surveillance in Regions neighbouring to FMD endemic countries, with the objectives of: a) demonstrating maintenance of free status and b) early detection of outbreaks.

During an outbreak, surveillance would focus, firstly, on the epidemiological investigation of the outbreak (time of incursion, duration of disease presence, source and spread tracing, change of incidence rate) and, secondly, on the detection of any new outbreak.

Once cases have not been detected for 2 weeks, surveillance will focus on early detection and proof of absence of disease. 

 

A. Our objectives are to maintain this status. Therefore, our national programme stipulates:

1. passive surveillance- to identify and notify any clinical signs of FMD. By national law, farmers, workers involved with animals, hunters, veterinarians, are bound to report any case of morbidity and mortality in receptive species.

2. active surveillance- at the national border with third countries, serological tests in ovine, once a year.

B. During an outbreak, the objectives are to find the origin of the virus and the possible contacts, to determine the time elapsed from the infection to the notification, to look for all the possibilities of spreading the virus by peoples, animals, vehicles, animal products and by-products, for at least 21 days before confirmation.

C. After 2 weeks with n cases detected, the measures in the surveillance zone are maintained for at least 15 days. Regain the FMD free country status.
