In the end, it is simply not possible to judge a person based on thier culture or skin colour. The white population in America have also committed terrible crimes, far worse then what people think the blacks would do.  
It is just wrong to based your justice system on a sterotype, in fact it may even end up killing more people. Just because a man is white, doesn't mean he wont commit crimes, just beacuse a man is black Dosent mean he is armed and dangerous. Just because a man is Mexican dosent mean he does drugs. Everyone is just as prone to commit crimes
