Constitutional References and Clauses: 

The Commerce Clause (Article I, Section 8, Clause 3) allows the Government to be associated with anything commerce related including businesses and taxes. Even though the State of Nevada does not have manufacturing taxes, the Federal Government does.

Government Powers: Within the scenario itself there is certainly the necessity for the three levels of government as well as the non-governmental sector. The ability for the federal government to give EPA regulation breaks is one of the inherent powers of the federal government because the EPA is a federal system.

Financial Components: In our scenario, our state "suffers from 25% unemployment" which is bad for both the state and national economies because less people are working, production decreases and unemployed people put less money back into the system.

Existing Tensions:

The tension between the Federal and State governments can be seen within Environmental Laws. Ever since the creation of Environmental Acts and the EPA, States have a duty to ensure that their respective state is following the restrictions.
