The Blacks are having 1/3 criminal rates centering on drugs, while the Whites have 60%. On the other hand, the Blacks surprisingly have almost 2/3 incarcerated rates when white Americans have 30%. That leads to a problem: is war on drug means the war on "black"? The policies of war on drugs were basically aiming on most of black.
