English speakers should be allowed to read questions for students, with clear guidelines. For example, wait until XX number of minutes have passed and then read the questions only. This frees the CALs and subject teachers to read for the classes that have an Arabic speaker with them.

If students are given extra time past the given time, they should be sent to sit with the hall monitor. For example, there were 5 students in 6E still taking the reading exam in period 4 when I arrived.
