1: Each House shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller Number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as each House may provide.

2: Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

3: Each House shall keep a Journal of its Proceedings, and from time to time publish the same, accepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

4: Neither House, during the Session of Congress, shall, without the Consent of the other, adjourn for more than three days, nor to any other Place than that in which the two Houses shall be sitting.


Review: Clause 1 discusses how each house is responsible for who is put into position in their own house and how they get to work and if there is a minority of one of the houses there will be restrictions put in place on that house. Clause 2 deals with the termination aspect of its own members and how they get to decide how to deal with a person who violates the law. Clause 3 deals with the houses proceedings and how they must record everything that occurs in their day to have proof of votes for laws that may go through. Section 4 discusses the cooperation between the houses stating that one of the houses can not, not work for three days unless agreed upon by the other house.

Powers which enable the government to defend the people of the United States.

Review: The Power of the sword provides the government the power to enforce laws in which are only meant to protect the citizens of the United States of America.

Example: Article 1, Section 5, Clause 1 (This deals with proceedings, aka "quorum calls" and how they will have majorities and minority leaders to vote for laws that help the U.S. citizens)

Powers which enable the government to regulate and support business activities.

Review: The Power of Commerce introduces the power of the government to regulate business activities, so that monopolies will not rise and so everyone who wants to start a business has an equal opportunity to make money.
