         <description><![CDATA[<div>The major change has been the involvement of the entire design and construction teams, to identify issues and re-design rather than entering into a contract, identifying issues and completing variations on the fly.&nbsp;<br>Another point worth noting, is the shift in liability from the design team solely, to the entire design and construction team for elements of a building that might not work, or might not be cost effective.&nbsp;</div>]]></description>
