·  to include the design and construction team (including the contracted builder and building surveyor) during the planning stage of a project to identify, eliminate, minimise and re-design potential issues prior to the owner entering into a contract to ensure the project is delivered on time and within budget; and
 
· the design and construction teams work more collaboratively from the beginning of the project and as a result project liability has shifted from solely the design team to the entire design and construction team regarding potential design or cost related matters.
