Tensions between Serbians and Albanians began to rise due to the dispute of a holy land for the Serbians. These tensions caused the people in Kosovo to end their tranquil treaty with the government and they began sporadically fighting against the Serbian police and parliaments in 1996. These initial attacks caused some to flee but most remained. In 1997, with the aid of other countries, Serbia was able to gain control over Kosovo, however, when a newly elected leader could not keep him promises, they began to renew their attacks. These attacks were also further strengthened by NATO forces which cause hundreds of thousands of people to flee from Kosovo and Serbia and into Albania, Montenegro, and Macedonia. Towards the end of 1999, NATO and Yugoslavia signed a peace treaty which ordered a troop withdrawal and the return of almost one million people back into Kosovo.
