         <description><![CDATA[<div>The states were debating on how many congress representatives each state would get. The Virginia Plan thought that the number of representatives should be based on population. The New Jersey plan suggested that their be an equal number of representaties for each state no matter the population like before. They finally agreed on the Great Compromise, a two part Congress including a Senate and a House of Representatives.</div>]]></description>

The South wanted to count the slaves for population but not taxes, and the North wanted to count the slaves for taxes, but not population. So, they decided on the 3/5 Compromise where 1 slave equaled 3/5 of a person.</div>]]></description>
