This type of Gyaru wears school girl uniforms, or really short skirts, loose socks, platformed shoes. They sometimes will have dyed hair; mainly blonde. Pale skin - the lighter the skin the more beautiful. In the Bygone Japanese Era skin symbolized the type of family someone came from. Darker skin meant someone came from a lower working class family. 
Hime Gyaru's follow this practice, ensuring their skin tone always appears fair.

Also being thin or petite, there's a Japanese expression "Bon kyung bon" which stands for large bust, small waist, and curve at hips. Polite or Quiet personality, according to Japanese men loud women are frowned upon. Japanese men state they would prefer a woman who is poised, polite, elegant. One main said his perfect image of a woman would be in a Kimono, with her hair pinned, sitting on her heels, and her hands in her lap. Which some in the Western Culture may refer to as a woman being submissive.
