         <description><![CDATA[<div>The public education reform movement occurred during the mid-1800s. The school attendance rates during this time period were very low due to the cost and accessibility. The hopes to change this were led by the head of the Massachusetts state board of education, Horace Mann. He would later coin the title, "father of American public schools". The movement was pushed by the idea that by reforming education you would be able to solve many other problems with society. They achieved their goals by increasing taxes in order to help pay for the implementing of public schools and soon this sort of action spread outside of Massachusetts to other states. Though this did help increase the amount of public schools in America, there were still specific groups of children, that still were not able to reach education, such as girls.</div>]]></description>
