Henry Morton Stanley is the person responsible and the one to blame for the deaths of around 10 million Congolese people. Even though King Leopold sent people over and chose the Congo to take over, Henry is still the person who made actions and took the patrolling to an unimaginable level. He even did it all for fame and felt no remorse. If the Congolese people did not follow the orders of him, then they would have been brutally punished. Stanley kept journals and wrote how he did not feel bad or anything for the people getting tortured.
