1. In American political discourse, states' rights are political powers held for the state governments rather than the federal government according to the United StatesConstitution, reflecting especially the enumerated powers of Congress and the Tenth Amendment.

2. Unlike the Constitution, the Articles of Confederation did not provide for three separate branches of government: executive, legislative, and judicial. Even the President came from a "Committee of the States" appointed by Congress! Instead, Congress held all the central government's power.

3. The United States Mint produces circulating coinage for the United States to conduct its trade and commerce, as well as controlling the movement of bullion

4. executive branch should exercise powers related to foreign relations, and should therefore have the power to make treaties “with the advice and approbation of the Senate.

5. Congress had no money to pay its debts, because states didn''t have to pay their debts. If Congress could have paid their soldiers, then the soldiers/farmers would have had money and wouldn''t have had to borrow money from their state.

The Continental Congress had promised to pay them for their service, but the national government did not have sufficient money. The US government had both failed to pay its veterans and failed to raise a militia in order to put down a rebellion.

2.
