As teacher leaders, our duty is to lead our colleagues to excellence. We are also often approached for guidance in aspects non-pedagogical or non-subject content related. As a teacher leader, the 4 segements reminds me of two things:
1) leading by example in lifelong learning ie. professional development of self and others 
2) in teaching, relationships are important and critical. We are not dealing with inanimate objects, but people. From the ancient societies to the modern conglomerates, a CODE justifies, unites and maintain a decorum of the organisation. MOE is no different. Even the Jedi , the Sith anf the Mandolorians have their code (kidding here). The Samurais have theirs. The Templar Knights have theirs, the Freemasons have theirs and the list goes on to the lawyers, doctors, law enforcers...
The CODE is relevant to the members of the organisation and it will guide the way the members of that fraternity interact within and around others. It determines the way we conduct ourselves because as individuals, we are different. Some can argue that it is a Gel that binds us in our deeds and words, thoughts and aspirations. 
Down to the level of the individual, for me, it is the beacon that shows the light and direction in which I shall carry out my duties as an educator- to serve the students, colleagues and community.
