I think the author put Salva and Nya in different tribes so you can compare the time periods and the struggles that both of them are going through. Being in different tribes could be important to the novel so there can be two sides of the story, if you were in the same tribe it wouldn't be as interesting. Nya and Salva have very different lives, and as they are rivals and hate each  other, you can see different perspectives of life in Sudan. Both tribes serve importance so you can get an idea of how different our life is than theirs, and the conflict that happens between different tribes in Sudan. If you tell a story from a single point of view, it wouldn't be as interesting.

I believe that they will connect somehow towards the end, but they are in different time points, so if they do meet each other, Salva would be older, as his time is set in 1985, and Nya, in 2008.
